                  a  scheme  which  would  enable  all  the  fisherfolk  who  are  dependent  upon  the  Kalk  Bay
                  fishing industry for their livelihood to be housed under properly planned conditions.
                         It is my considered opinion that the Council should look beyond the boundaries of
                  Kalk Bay for the answer to this question. Beyond these boundaries are to be found areas of
                  land where the fishermen of Kalk Bay and their families could be housed under conditions
                  possessing every advantage from the point of view of health, education and the amenities of
                  a civilised standard of living, areas where generous provision can be made in layout and
                  equipment of social services for the expanding needs of a growing fishermen population.

                         I am in a position to report upon sites which I have examined from Glencairn to
                  Retreat.
                         (1)  Up  the  valley  at  Glencairn  the  land  is  steep  and  there  are  no  advantages  to
                  compensate for the fact that it is 5 miles away from Kalk Bay.
                         (2) 2½ miles away from Kalk Bay Harbour, in the Clovelly Estate, there is an area
                  25 acres in extent below the constructed road to the Golf Course and on the False Bay side
                  of the course. The land is by no means level and the cost of acquisition and development
                  would be prohibitive compared to the costs for level areas in the vicinity of Retreat. There
                  is also the difficulty of overcoming the objections which would undoubtedly be raised by
                  the  residents  of  the  Clovelly  Estate  to  the  establishment  of  a  housing  scheme  in  close
                  proximity to their property.
                         (3)  The  flat  land  around  “The  Trappies”  has  been  examined,  but  there  is  not
                  sufficient to fulfil re-housing requirements.
                         (4) The mountain slopes above Kalk Bay, including the land offered to the Council
                  by Mr. C. P. Smuts and that owned by the Council, are so steep that sub-economic housing
                  here is economically impracticable. Development costs, particularly of roads and services,
                  would be exceedingly high, and the expenditure cannot be justified as long as there is land
                  available upon which sub-economic housing schemes can be established at about one-third
                  of the cost.
                         (5) The land lying between Margate Road and Zand Vlei in Muizenberg is suitable
                  for development, but in view of the existing townships in the vicinity and the potentialities
                  of the area as the future seaside and lakeside resort of Muizenberg I do not recommend that
                  area for sub-economic housing.
                         (6) Between Military Road, Steenberg, and Retreat, on the east side of the railway
                  there are extensive areas of flat and comparatively cheap land which offer every facility for
                  a  comprehensive  sub-economic  housing  scheme  from  the  point  of  view  of  cost,
                  development  and  judicious  town  planning.  The  site  is  situated  approximately  5½  miles
                  from Kalk Bay Harbour and possesses the advantage of a railway service and good roads.
                  The extent of undeveloped sites in this area is approximately 400 acres.
