               However, many  elements of the original grand scheme were not undertaken, the most
               significant of which was the Second Stage east of Prince George Drive comprising ocean

               harbour, golf course, airstrip, hotels, housing, and other related facilities. The land eventually

               reverted to the City Council and is today occupied by Vrygrond informal settlement, Coastal
               Park Landfill Site, and the extensive Capricorn  Business Park development. (Figs. 2.28 &

               2.29). Also, Boyes Drive was not extended across Westlake Golf Course to link with the M3
               and Steenberg Road; Steenberg Road has not been extended eastwards to connect to Prince

               George Drive (Fig. 2.8); the dredging that was to have re-created the once-large Westlake

               waterbody west of the railway-line, together  with marina-type housing there, was also not
               undertaken. (Figs 2.9 & 2.13.)
