Department, and is now, by mutual consent, cancelled by Clause 6 of the new
agreement.
Railways Administration agrees to lease to the Council for improvement
purposes for a nominal rental of 1s per annum, such portions of the railway land
between the Main Road and the Railway from Muizenberg Station to the
northern boundary of “Klein Tuin” as are not required for railway use at present,
nor for such use after the doubling of the railway line between the points so
named is completed.
The Department further undertakes that no part of such land shall be resumed
unless the same is actually required in connection with the working or extension
of the railway line.
It had been an involved process in which at least three individuals had been key to the
success of the negotiations: Cllr. Abdurahman, Chair of the City’s Roads and Drainage
Committee, Mr Lloyd-Davies, the City Engineer, and Sir William Hoy, General
Manager of the SAR&H. (Figs. 2.45 & 2.46).
“The conclusion of these negotiations will now enable the Council to proceed with the
widening of Main Road between St. James and Kalk Bay for which funds have been
provided on the current Loan Estimates, and the Committee recommends that the
Streets and Drainage Committee be requested to proceed with the improvements as
soon as possible.” (Figs. 2.47 - 2.49).
