and a pure and abundant water supply were urgent necessities. In November 1896 Dr
Bolger complained of:
"…… the licence of which many have had for so many years to do
as they pleased - throwing house refuse and drainage fluids where
they liked - noxious smells are met with in many places. Along the
main road there are several nuisances connected with the
properties of wealthy owners which constitutes a reproach both to

the place and to themselves."
A couple of months later he tried again:
"Obnoxious smells have been numerous during the month and
nuisances arising from the want of drainage are becoming
dangerous. A proper drainage scheme is of equal importance, if not
greater than that of an abundant water supply, and should occupy
attention at the same time. Council should quickly decide what
improvements are necessary as some of the present arrangements

must be altered at once".

By the late19 century the Cape had created a department of central government to deal
with health matters. By the time that the Kalk Bay Municipality came into being, the
reports of the municipal MOH and municipal by-laws were carefully scrutinised by the
